The Philippine Charity Sweepstakes Office (PCSO) has recently caused quite a stir—but not just for the whopping P43 million lottery jackpot.
In a now-viral photo posted by the office, PCSO's Assistant General Manager Julieta Aseo is seen handing the winning Lotto 6/42 check to an anonymous bettor from San Jose Del Monte, Bulacan.
Soon after it was uploaded, however, users across the internet questioned the legitimacy of the photo. Many netizens raised that it look jarringly "edited," noting the contrasting lighting, textures, and the dark blue outline surrounding the winner's skirt.

In a recent Senate Committee on Ways and Means, PCSO General Manager Melquiades "Mel" Robles admitted that the photo was indeed manipulated, but only to keep the winner anonymous. According to the general manager, the winners' clothes are also censored, given that they may have an identifiable piece of clothing that their close peers could recognize.
While lottery-holding bodies have had the long practice of concealing the winners' identities for their protection, Robles admitted that they were "not very good at editing clothes."
